How is language of instruction determined for Universities outside of Canada?

A University’s official language of instruction is determined on the basis of the information in the World Higher Education Database (WHED). Programs taught in English at universities where other languages are also used for instruction do not fulfil the language requirement, even if the program you completed was taught in English or the school or faculty you studied at teaches only in English.
