This unique program offers participants an opportunity to address one of the most challenging yet necessary aspects of governing educational institutions – creating legally defensible complaint procedures.
The Education Act and provincial policy memoranda, the Ontario Human Rights Code, and the Canadian Charter of Rights and Freedoms all give rise to growing legal and community pressure to resolve complaints by clear, timely, and fair means. Weak procedures that are hard for staff to implement increase reliance on costly external investigators and sometimes are the root cause of lengthy legal action.
This five-day advanced program builds upon our Certificate in Human Rights for Education Professionals and is specifically designed for those involved with managing complaints of discrimination, harassment or competing rights claims. Participants will draw on their direct practical experience addressing complaints to consolidate and build on their knowledge of the principles of procedural and substantive fairness. In turn, participants will apply those principles to draft all sections of a legally sound and workable complaints procedure. The knowledge and skills developed throughout this program can be applied directly to the full range of education-based policy and procedure writing participants encounter in their roles.
Registration includes 120-day unlimited, online access to the recorded program.
Please note: Module 1, Module 2 afternoon and Modules 3,4 & 5 require LIVE ONLINE attendance due to extensive group work.

How to build legitimacy and trust by engaging stakeholders in the creation of human rights complaint procedures
How to structure and lead the procedure drafting process from inception to final text

Certificate Requirements
To receive the Osgoode Certificate, you must:
- Attend Day 1, Day 2 afternoon and Days 3, 4 & 5 Live Online;
- Attend Day 2 morning live online or via recorded archive;
- Successfully complete an online post program assessment AND a Self Declaration by January 8, 2027.
